Cook pasta according to package directions. Drain, cover and keep warm.
Melt butter in a large skillet and add garlic, tomatoes, peppers, onions, and herbes de provence.
Cook over medium heat until veggies are tender (approximately 5 minutes).
Add white wine and simmer an additional 2-3 minutes, until most of the liquid has evaporated.
Stir in cream, salt and pepper and simmer a few more minutes until heated through and the desired consistency.
Stir in Parmesan and mix until melted. Add the warmed pasta and mix well.
Serve immediately.
