Make the seasoned butter by stirring together 3 Tablespoons butter, cheese, garlic powder, and 1/4 teaspoon salt until it forms a paste; set aside.
Position an oven rack in the top third of the oven and preheat the broiler to high. Line a rimmed baking sheet with foil.
Arrange the asparagus on the baking sheet, drizzle with the oil, and sprinkle with salt and pepper. Broil until tender, shaking the pan midway through broiling, 6-8 min total.
Spread each bread slice with the parm butter. Pan fry on griddle or skillet (a few min on each side).
Top each toast with asparagus.
Fry eggs as desired in remaining 1 Tablespoon butter.
Set fried egg over the asparagus. Sprinkle with red pepper flakes, salt and pepper.
Serve warm
