Add garlic & onions and cook on low to med-low until garlic is golden (about 25-30 minutes), stirring occasionally.
Remove garlic cloves from sauce and keep warm.
Meanwhile, mix flour, salt and pepper in a wide shallow dish.
Coat each fillet in the flour mixture.
Heat oil in a large skillet over medium to med-high heat.
Cook until fish flakes easily with a fork (about 3 minutes on each side).
Serve fish with garlic sauce spooned over the top. Garnish with parsley, if desired
