Make salsa by combining tomatillos, pickles, jalapeno, onion, lime zest, lime juice, cilantro and salt in a medium bowl, mixing well.
Make beans by combining beans, cumin and Frank's red hot sauce in a small saucepan over medium heat until boiling. Reduce heat to low and keep warm.
Make hot dogs by placing them in a large skillet with 1/4" water and olive oil. Heat over high heat until boiling, then reduce heat to medium and cook until water evaporates. Continue to cook once the pan is dry for a few minutes, rotating hot dogs, to brown on all sides. Remove from pan, slice in half lengthwise, and wrap in foil to keep warm.
In skillet used for hot dogs, heat over medium heat until empty pan is hot. Add 1 tortilla and heat until blistered on 1 side. Flip and top with 1/4 cup cheese. Cook until cheese starts to melt, then transfer to a plate and top with 1/4 of the beans, 1/4 of the lettuce, 1/4 of the salsa, and 1 hot dog (2 halves). Tuck in the tortilla ends and roll up into a burrito. Repeat with remaining 3 tortillas.
