In a large bowl, cream the butter with the brown sugar and granulated sugar. Beat in the eggs until light.
Add the vanilla, baking soda and salt. Blend in the rolled oats, wheat flour, all-purpose flour and water to make a fairly stiff dough.
Blend in the walnuts and chocolate chips. Shape cookies about the size of large unshelled walnuts.
Place on lightly greased cookie sheets. Flatten slightly. Bake at 375F for 10-12 minutes or until cookies are just browned around the edges and feel firm in the center. Do not over bake.
Remove from cookie sheets. Cool on racks.
