In a medium bowl beat cream cheese and milk until smooth.
Add dried beef, green pepper, minced onion, garlic salt and pepper and mix well.
Fold in sour cream.
Melt butter in small saucepan and add pecans and salt. Saute until slightly toasted (about 5 minutes).
Transfer cream cheese mixture to a greased 1-2 quart baking dish.
Sprinkle with pecan mixture.
Bake, uncovered, for 20-25 minutes or until heated through and bubbling at edges.
Serve hot with dippers of choice (crackers, bread, vegetables, etc)
