Make horseradish butter by mixing butter, horseradish, shallot, 1/2 teaspoon salt & 1/4 teaspoon pepper. Stir to combine and set aside.
Mix 2 teaspoons salt, 1 teaspoon sugar and 1/2 teaspoon pepper. Pat steaks dry and rub with mixture.
Heat oil in large skillet over med-high heat. Add steak and cook to desired doneness: 3-5 minutes per side (for medium rare).
Remove steaks from pan and let rest for 5 minutes. Serve topped with horseradish butter.
