Grease 12-cup muffin pan or line with paper baking cups. Preheat oven to 400F.
In small bowl combine all topping ingredients with fork until mixture resembles coarse crumbs; set aside.
In large bowl combine muffin ingredients (dry, then wet) just until flour is moistened.
Fill prepared pans 2/3 full. Spoon crumb mixture over muffins. Bake until muffins test done with wooden pick, about 25 minutes. Remove to wire rack to cool.
