Heat oil in large saucepan over medium heat; cook and stir onion until soft.
Add garlic and cook for 1 minute.
Stir in tomatoes, chilies, chili powder and cumin. Bring to a boil.
Add beans with liquid. Reduce heat to low.
Cover and simmer 15 minutes, stirring occasionally.
Garnish with cilantro.
